Finland: English-taught degrees, early scholarships, and safety

Finland flies under the radar in European study destination discourse. It is small (5.5 million people), geographically peripheral, and its tuition fees for non-EU students were only introduced in 2017. But Finland has been quietly building one of the most structured and scholarship-friendly international student ecosystems in Europe. Its English-taught programme count now exceeds 500, its early-bird scholarship model is genuinely generous, its residence permit process is efficient and electronic, and it consistently ranks as the safest country in the world.

For students who prioritise safety, scholarship accessibility, and a functional bureaucracy, Finland deserves a position alongside Germany and the Netherlands in the comparison set.

The Finnish higher education system

Finland has two types of higher education institutions: 13 universities (yliopisto) and 22 universities of applied sciences (ammattikorkeakoulu, or UAS). Universities focus on academic research and offer bachelor’s, master’s, and doctoral degrees. Universities of applied sciences focus on professional education and work-life integration, and offer bachelor’s and master’s degrees with a stronger applied orientation.

The leading comprehensive universities for international students are: University of Helsinki, Aalto University (Helsinki), University of Turku, University of Tampere, University of Oulu, and University of Jyväskylä. Aalto University, formed in 2010 through the merger of three specialist institutions, has built a particularly strong reputation in technology, design, and business.

Universities of applied sciences — including Metropolia (Helsinki), Turku UAS, and Tampere UAS — are increasingly active in international recruitment, particularly for bachelor’s programmes in engineering, business, and nursing.
